THE HUBERT H. HUMPHREY FELLOWSHIP PROGRAM

 

Final approval of candidates recommended by the independent panels is provided by the Fulbright Scholarship Board. Primary funding for the Humphrey program is provided by the Department’s Bureau of Educational and Cultural Affairs (ECA) from within its congressional appropriation for exchanges.

Program Components:

  1.  Academic: The Humphrey program is classified as a non-degree program by the Student and Exchange Visitor Information System (SEVIS). Humphrey Fellows cannot  transfer from non-degree status to degree status under any circumstances. Candidates who seek degree programs should look to other opportunities.  Humphrey Fellows  pursue tailored study programs at participating host institutions, where the freedom from the requirements of a degree program gives each Fellow the flexibility to pursue a  self-directed, individualized program.
  2.  Professional: Early in the academic year, each Fellow develops, with assistance from the local campus coordinator and faculty advisors, a plan for professional activities  carefully geared to the Fellow’s need for relevant, practical professional experiences.  A Fellow’s professional-development plan may include professional visits, conferences,  and a professional affiliation (mid-career internship/residency) that must be at least six weeks in duration.

BASIC REQUIREMENTS:

  • Montenegrin citizenship
  • Evidence of employment in Montenegro
  • Five years of professional experience
  • University degree (minimum 4-year undergraduate degree is required by many graduate schools in the U.S.)
  • Proficiency in English at a high enough level to participate in academic coursework and professional development (In limited cases, pre-academic English training may be available, especially for otherwise excellent candidates from non-elite populations.)

ELIGIBILITY:

Appropriate candidates are mid-career professionals in leadership positions who have a commitment to public service and the potential for professional advancement.  Prospective Fellows should have a minimum of five years full-time professional experience (prior to August 2014) in the relevant field after completing a university degree, and should be interested in the policy aspects of their fields of specialization. Candidates should be proficient in both written and spoken English and should normally have a minimum TOEFL score of 525 (paper based) or 71 (internet-based). Some universities accept IELTS results, generally requiring scores in the 6.0-7.0 range.  Whenever possible, the selection committee will attempt to ensure ethnic, gender, and geographical diversity and to give priority to excellent candidates from non-elite populations, rural areas, and minority groups.

Medical exams are not required as part of the initial application process.

 

NOT ELIGIBLE:

Recent university graduates, university teachers with no management responsibilities (except in the field of TOEFL), and individuals with recent U.S. or third country experience (more than 6 months during the 7 years prior to August 2014), individuals with dual U.S. citizenship or U.S. permanent residence status, individuals who have attended a graduate school in the U.S. for one academic year or more during the seven years prior to August 2015.

Dependents:

The Humphrey Fellowship stipend is not sufficient to support anyone in addition to the grantee. Awards do not include an additional allowance for dependents.

APPLICATION PROCESS:

The deadline for receiving online applications is August 31, 2014.

Completed applications must include:

  1. Full online Embark Application, including detailed Program Plan and Detailed Personal Statements;
  2. Certified copy of Diploma(s) and Certified English language translation;
  3. Certified copy of the applicant’s passport; and  
  4. Two (2) letters of reference, including one by the applicant’s current employer.

Reference letters should not but included in the packet of certified copies.  They can either be uploaded directly into Embark or sentdirectly to the Embassy’s address above or by email to podgoricaexchanges@state.gov by the person writing the letter.

All parts of the application package—both those submitted electronically and those mailed to the Embassy—must be received no later than August 31.

Interviews of short-listed candidates will take place in September.  Finalists will be registered for the TOEFL test. The final selection and placement announced in spring 2015.
