Enrollment Overview

Enrollment of first-year students in the first year of study is based on the University’s public competition for all study programs. The competition is published in a daily newspaper circulated in Montenegro and on the University's website.

A candidate for enrollment must submit an application along with the following documents:

  • Orginal certificates of completed secondary education,
  • Original diploma confirming the passing of the matriculation exam (final exam),
  • Birth certificate and Lucha diploma or an equivalent one.

Candidates who have completed secondary education are eligible to apply for the admissions competition. Enrollment of students is conducted on a competitive basis, based on the results achieved during and at the end of secondary education, following a ranking procedure.

To enroll in a specific study program, candidates must pass entrance exams, which are additional conditions for enrollment requirements established by this rulebook. A person who does not have the appropriate secondary education must pass a differential exam, which is an additional requiment for enrollment established by this rulebook.

A foreign citizen has the right to enroll under the same conditions as a citizen of the Rebulic.

A foreign citizen or a person who has submitted a request for nostrification or equaivalence of a foreign certificate may be conditionally enrolled if the nostrification or equivalence process has not been completed before the application deadline

If the request for nostrification or equivalence of a foreign certificate is rejected, or if the nostrified or equivalent certificate does not grant the right to enroll in the selected study program at the University, the conditional enrollment will be considered invalid. A foreign student has the status of a student who pays tuition.

Enrollment Deadline

Enrollment of first-year students is based on the University’s public competition for all study programs.

The competition is published in a daily newspaper published in Montengro and on the website of the University.

The competition is announced for each enrollment period.

The first enrollment period is held in the second half of June of the current year. If the number of qualified candidates in the first enrollment period is lower than the approved enrollment quota, a second or third enrollment period is organized.

The second enrollment period is held in the first half of July of the current year.

The third enrollment period takes place in the second half of August of the current year. In its decision to announce the competition, the University Senate may stipulate that the total approved number of students be enrolled over two enrollment periods, with the percentage ratio defined in the decision.

Student Loans and Housing

The competition for student loans and housing is annonunced once a year by the Ministry of Education.

Admission to Student Housing

The right to participate in the competiton is open to students who study outside their place of residence, hold Montengrin citizenship or are foreign students with permanent residence in Montenegro. Eligible students must be enrolled in the first semester of the corresponding academic year and must not have changed their study program proportionally between private and public higher education institutions. If the number of registred candidates exceeds the available dormitory places, preference will be given to those with better academic performance in the previous year, i.e., a higher grade point average.

Student Loan Allocation

The number of approved loans is allso allocated in proportion to the number of enrolled students at private and public institutions of higher education , which varies from year to year. The right  to a student loan can be exercised by students enrolled in basic academic and applied studies, as well as specialist academic and applied studies, who have Montenegrin citizenship. Additionally, students with foreigner status and permanent residence in Montenegro, who enroll for the first time in the semester corresponding to their year of study, are also eligible. If more candidates apply than available loans, preference is given to students with better academic performance in the previous year, i.e., a higher success index. In cases where candidates have equal academic results, priority is given to students whose parents or guardians qualify for material support under social protection regulations. The amount of the loan depends on the student’s academic performance in the previous year (success index) and their year of study.

The right to a student loan is not granted to:

  • Students who, in the previous academic year did not fulfill the school requirement in accordance with the Statute of the institution of higher education,
  • Students who have changed their study program,
  • Students who have a GPA below 6.00.
